India and Canada: A New Chapter Under Mark Carney

The appointment of Mark Carney as Canada’s new Prime Minister marks a potential turning point in India-Canada relations. Carney’s leadership, with its focus on economic pragmatism and global engagement, offers India an opportunity to reset ties that were strained under Justin Trudeau’s tenure. The Khalistani issue, a major irritant in bilateral relations, remains a sensitive topic, but New Delhi can adopt a nuanced strategy to address it while fostering cooperation with Ottawa.

India’s approach to mending relations with Canada should begin with direct and constructive dialogue. Carney’s emphasis on diversifying trade partnerships aligns with India’s economic ambitions, making trade a natural starting point. Reviving stalled negotiations on the Comprehensive Economic Partnership Agreement (CEPA) could pave the way for deeper economic ties, benefitting sectors like technology, energy, and education. Additionally, India should leverage its vibrant diaspora in Canada to build cultural and people-to-people connections, reinforcing the foundation of bilateral relations.

On the Khalistani issue, India must continue to assert its concerns firmly but diplomatically. Engaging with Canadian authorities to address the activities of extremist elements while respecting Canada’s democratic framework will be crucial. Carney’s leadership presents an opportunity to depoliticise this issue and focus on mutual interests like counterterrorism and regional security.

The ongoing trade tensions between Canada and the United States under Donald Trump’s administration provide India with a strategic advantage. By aligning itself with Canada on shared economic interests, New Delhi can position itself as a reliable partner for Ottawa. India’s strategy should balance assertiveness with collaboration. While addressing contentious issues like the Khalistani movement, India must also focus on areas of mutual benefit, such as trade, education, and climate change. By adopting a patient and pragmatic approach, India can rebuild trust with Canada and strengthen its position as a key player in the global arena.

Mark Carney’s tenure offers a fresh start for India-Canada relations. With careful diplomacy and strategic foresight, New Delhi can turn this moment into an opportunity to foster a more robust and cooperative partnership with Ottawa.
